Ruta is closest and has NPCs that direct you to Zora's Domain. After completing Ruta, Rudania and Robbie are closest going north. Then Medoh because its closest to the next visible tower (iirc).If the player completed any Divine Beasts, their magical energy will beam towards Hyrule Castle and deplete Ganon's overall health pool.
