At Longfellow's I built an epic fully-furnished 14 story lighthouse with a concrete outcropping that encloses the water purifier system. It glitches constantly. I've found that it's definitely tied to fast travel. I read about it here on r/fo4 a while back and started walking away from settlements before fast traveling. Running up to Vault 111 ...
