Idk about OP, but my solution would be to change riven transmuters into a stat lock resource while riven transmutation would just be innate and not require a special resource (you know, like every other form of transmutation) As for how the stat locking system would work. You can only lock 1 stat per roll. If Players want Riven stat locking, then Riven mods as a whole need to be seriously toned down first (Read as: Nerfed) to match levels similar to Corrputed Mods, thereby making them more of a Player Choice of whether they want Argon Scope with 135% Crit on Head shots while Aiming, or their Riven with 85% Crit, 35% Multishot, and Negative Fire-Rate.So if riven transmuters end up in Railjack, they should probably be limited to Veil Proxima, which already requires a significant investment to reach, and could be considered roughly on par with Eidolon hunting in terms of a gear check. They both require you to heavily invest in a side system in this game.
